General Overview
Pre-Waitlist & Lottery
The Millton will open the Pre-Waitlist for the community the week of November 16, 2025 and requires the completion and execution of the Resident Household Composition and Income Questionnaire (RHH&IQ) for the pre-qualifying process. This form is used exclusively to establish waiting list eligibility and is not considered the full or final qualification process required for occupancy.
Our Affordable Housing has four waiting lists that are categorized by income level: "Extremely Low", "Very Low", and “Low" Income and prioritized by local preference. Waiting lists are closed when filled to capacity and reopen only when space becomes available.
The Millton will open a three-week application process for its Waiting List Lottery for households who qualify for one of three income levels. Eligible applications will be entered into a randomized lottery.
Pre-Waitlist Process: When The Millton wait list opens, applicants submit a pre-application within a specific timeframe, certifying the household composition and income.
Preferences: The Millton offers preferences to certain groups (prospects who currently live, have ever lived, currently work, or have been offered work in Redwood City or applicants displaced by City actions or public projects) which will move them higher up the final ranked list after the initial random lottery.
Random Selection: After the application period closes, a randomized drawing is conducted. Each eligible applicant has an equal chance of being selected and assigned a rank on a waiting list.
Waitlist selections: Being selected in the lottery does not guarantee housing. The selected applicants are then contacted in order of their lottery rank to complete a formal qualification review, including verifying income.
Eligibility & Income Requirements
Applicants must have a gross monthly income of at least 2 times the monthly rent. Income limits are subject to the unit type and household size.

Rent Limits
Monthly rental amounts are dependent upon the households qualifying income level, based on 30%, 50% and 80% Area Median Income levels. Rents are subject to change.

We have studios, one-bedroom, two-bedroom and three-bedroom apartment homes, with rentals rates starting at $904 for the studio type and going up to $3,701 for the three-bedroom types.

Application Process
Complete the Resident Household Composition and Income Questionnaire (RHH&IQ) during the pre-waitlist phase and a leasing representative will contact you.
Co-signers are not allowed, but guarantors are accepted.
Preferences & Waitlist
Preference is given to applicants who or someone in their household currently live, have ever lived, currently work, or have been offered work in Redwood City or applicants who or someone in their household were displaced by City actions or public projects.
Resulting waitlist applicants are selected by lottery, with preferences applied.
